The problem you are experiencing has been noticed by users of many devices and there appears to be multiple causes for the issue. You haven’t said what headphones you are using, but some people suggest that this can make a difference. We have read of people trying three different sets until one worked, which may mean that the headphone jack is very slightly too large and that it will work with some headphone brands better than others.
You should also check that the headphones are properly seated in the jack – it is very easy to presume that they are inserted, but a final push often clicks them in fully which can increase the volume substantially. Take a moment to go to Settings>Sounds to ensure that the volume is set as it should be and also ensure that when you insert the headphones a notification pops up advising that the Note is seeing them. If you find that the volume is fine when using the external speaker and that it is low when playing games, voice calling and for music, it suggests that either the headphones are faulty or the device itself has a problem with the jack.
You will find extram settings for the sound in Phone> Settings>Call Settings which will let you choose ‘extra volume’ etc. What we are advising is to rule out everything you can and then call Samsung if you cannot ascertain exactly where the problem lies. Ultimately, Samsung will have the responsibility to get this fixed for you.
