If your PC is consistently refusing to shut
down properly such that the only option
remaining for you to shut it down is by
pressing the Switch-off button for a long
time or by pulling-out the power plug, then
it is better to be proactive in solving this
problem. For example, the error may be
due to the Quick Start function. In order to
disable this as a test, open the Search with
the combination [Windows] + [S] and type
"Power Options”. In the next window, click
on "Choose what the power buttons do”.
Subsequently, go to the link "Change Settings
that are currently unavailable” and delete
the check mark for "Turn on fast startup
(recommended)” in the "Shutdown settings”.
Click on »Save Changes« to confirm these
changes.
For PCs with Intel CPU, a device driver
could prevent the shutdown. The "Driver
for Intel Management Engine Interface
(MEI) Version 11” is the suspect. To resolve
this problem, first download the "Driver
for Intel Management Engine Interface (MEI)”Version 9 from the Intel website
(http://intel.ly/2c1DGjt). Then download the
"Troubleshooting package Show and Hide of
Updates” from the Microsoft website (https://
support.microsoft.com/de-de/kb/3073930)
and disable the automatic updates of
Windows 10. After that, install the new
Intel driver in Version 9, start the Microsoft
Troubleshooting packet and switch off
updates for the "Driver for Intel Management
Engine Interface (MEI)”. Finally, reactivate the
automatic updates of Windows 10 and restart
the PC.
